Terrence F. Williams
Terrence F. Williams is the commissioner of the Independent Commission of Investigations (INDECOM), which is a civilian-staffed state agency tasked to undertake investigations concerning actions by members of the security forces and other agents of the state that result in death or injury to persons or the abuse of the rights of persons. He is also an attorney-at-law in Jamaican and Eastern Caribbean supreme courts. Williams has argued numerous cases before the Privy Council in London, touching on criminal law, procedure and evidence, and has had articles published in international legal journals on money laundering and public officer misconduct. He has also served as an advocate in major criminal trials and appeals since 1990. Between 2000 to 2010, he was the chief prosecutor and first director of public prosecutions (DPP) of the British Virgin Islands. From 1995 to 2000, he was in private practice having before served five years at the DPP’s office in Jamaica, rising to act as a deputy DPP. In 2018, Williams and INDECOM received the ‘Achievement in Oversight Award’ from the National Association for Civilian Oversight of Law Enforcement (NACOLE).
